Curtin Winsor served as the US Ambassador to Costa Rica from 1983-1985. He has a B.A. from Brown University and an M.A. and Ph.D. from the School of International Service of American University in Washington, DC.
Dr. Winsor was a member of the career Foreign Service from 1967-1971, where he served with the Arms Control and Disarmament Agency and Office of Congressional Relations. From 1971-1973, he was the Special Assistant to Senator Dole at the Repub¬lican National Committee. From 1973-1979, he was the Manager for International Affairs at Chase Manhattan Bank’s Washington office. He was Associate Director of the Alliance for Free Enterprise from 1979-1983 and served as President of the Legislative Studies Institute from 1993-1996. He has been Chairman of the American Chemical Services Company of Marmet, West Virginia since 1982.
He is a member of the Board of the DynaMotive Corp. of Vancouver and Chairman of the Board of DynaMotive USA in Arlington, VA. He serves as a Trustee for a number of nonprofit organizations, including: the American Civil Rights Union of San Diego, CA; Africare; the W.H. Donner Foundation of New York; the Donner Canadian Foundation of Toronto; the Francisco Marroquin Foundation of Guatemala; the Media Research Center of Alexandria, VA; the Atlas Foundation for Economic Research of Arlington, VA; and the Hudson Institute of Washington, DC.
